People living near the port and the coastal stream mouth area said the water poured in too quickly in just a few hours, combined with very heavy rain from the night of December 3, causing the water level to rise suddenly.
2. Local forces immediately deployed to assist in anchoring the remaining vehicles and warned people to limit access to dangerous areas. Some small ships were damaged and drifted away from shore; Luckily no casualties were recorded.
